LEGO never count the minifigs as one part!
As far as I know, you are correct. But they did sometimes count a few minifig
pieces stuck together as one part. I have a box for 725-1 with a pictoral parts
list on the side. You can count the pieces up to the number on the box. Some
of the pieces are minifig parts stuck together.
