As you are no doubt aware, that committee has been at war with the Committee
for Changing Things for centuries. If you are a member of (or affiliated in
any way with) the Committee for Obvious Things, then you are my sworn enemy and
I can no longer associate with you or your accursed kind.

I think what makes it worse is that they share an office on the 7th floor of
The Building of All Things Worth Having A Committee For. One coffee pot, two
committees. What did they expect?

Why isn't Lotso a minifig?

Isn’t it Obvious or do you not want Things to Change?

I couldn't find any guidelines in the Help section on how it is decided,
but I believe that anything that is obviously an animal of some kind is classified
as such. The catalog administrators, of course, could answer this question better.

There are inconsistencies, though.

A mouse as a minifigure:

Minifig No: dis019 Name: Mickey Mouse - Tuxedo Jacket
*
dis019 (Inv) Mickey Mouse - Tuxedo Jacket
Minifigs: Disney

A turtle:

Minifig No: tnt019 Name: Donatello, Frown
*
tnt019 (Inv) Donatello, Frown
Minifigs: Teenage Mutant Ninja Turtles

A dog:

Minifig No: tnt004  Name: Dogpound
*
tnt004 (Inv) Dogpound
Minifigs: Teenage Mutant Ninja Turtles

A bird:

Minifig No: ang020 Name: Mighty Eagle
*
ang020 (Inv) Mighty Eagle
Minifigs: The Angry Birds Movie

A cat:

Minifig No: tlm074 Name: Unikitty - Astro Kitty
*
tlm074 (Inv) Unikitty - Astro Kitty
Minifigs: The LEGO Movie

A businessperson:

Minifig No: tlm095 Name: President Business - Smiling, Raised Eyebrows
*
tlm095 (Inv) President Business - Smiling, Raised Eyebrows
Minifigs: The LEGO Movie

A bear:

Minifig No: uni06 Name: Square Bear
*
uni06 (Inv) Square Bear
Minifigs: Unikitty!

An insect:

Minifig No: uni05 Name: Fee Bee
*
uni05 (Inv) Fee Bee
Minifigs: Unikitty!

A pig:

Minifig No: min003 Name: Micromob Pig
*
min003 (Inv) Micromob Pig
Minifigs: Minecraft

A sandwich (not really an animal, I suppose):

Minifig No: uni12 Name: Burger Person
*
uni12 (Inv) Burger Person
Minifigs: Unikitty!

A snake:

Minifig No: uni13  Name: Sssnake
*
uni13 (Inv) Sssnake
Minifigs: Unikitty!

A monkey:

Minifig No: 1463 Name: Duplo Figure Dora the Explorer, Boots The Monkey
*
1463 Duplo Figure Dora the Explorer, Boots The Monkey
Minifigs: Duplo: Dora the Explorer

A donkey:

Minifig No: Eeyore Name: Duplo Figure Winnie the Pooh, Eeyore
*
Eeyore Duplo Figure Winnie the Pooh, Eeyore
Minifigs: Duplo: Winnie The Pooh

A tiger:

Minifig No: tigger Name: Duplo Figure Winnie the Pooh, Tigger
*
tigger Duplo Figure Winnie the Pooh, Tigger
Minifigs: Duplo: Winnie The Pooh

The entire Fabuland category of animals:

Minifig No: fab4b Name: Fabuland Figure Crocodile 1
*
fab4b Fabuland Figure Crocodile 1
Minifigs: Fabuland

And so forth. The list goes on, but those are a few quick examples I came up
with of things similar to Lotso which are classified as figures.

My thoughts exactly. But until a later date that he is considered one (along
with the rest of the Toy Story characters such as Rex, Hamm, and Stretch), this
is the best way to handle it.

Ultimately, of course, all the minifigures will be assemblies and their
constituent parts will appear in the Regular Items section (what an insane amount
of work that will be - at a minimum, at least 40,000 inventory changes).

So maybe this isn't just the best way to handle these characters for now,
but a permanent way to handle them.
