Why not 3709c?

Because 3709c is made from two parts (notice the line in the picture), and it
doesn't exist in white.

Well, I know 3709a is split, but the pictures of 3709c are just bad renders,
so I wasn’t sure 3709c was split too.

No. The catalogue doesn’t know it exists. It doesn’t know a set where the part
would have appeared, or of one such part sold in the last 6 montths.

Now, as it’s not split, but (as shown on another of your posts) it has a bottom,
maybe it’s a prototype?

Yes. The holes are identical to the holes found on the 3709's. 3 on each
long side, 1 on each short side, and 3 in top/bottom.

I've never seen one with a white bottom either. But your brick is clearly
unique.

What does it look like inside? Are there inner walls with round holes through
them as though it were drilled, or is there something else going on?

Yes, see the black version of 7049a, I think yours is home made, but a fun part.

  What does it look like inside? Are there inner walls with round holes through
them as though it were drilled, or is there something else going on?

I've taken a picture of what the inside looks like. There are 8 sets of "walls"
that go up against each other - one coming from the top part of the brick, one
coming from the bottom. My guess is that they're glued together. There is
is one set of walls under each stud.

I split one of my old 7049b's today, and it's clear to me that they're
not the same inside. And 3907c has tubes inside, so it's not that either.
Because both top and bottom of my brick look official, my best guess is that
it's a prototype.

I don't know where I got it from, but my best guess it that it was in a box
of 6 kilos of used bricks I bought a couple of months ago. That box had approx.
1000 yellow minifig heads without print (and only a few other minifig parts)
and 72 blue left doors without a single right one, and around 500 maxifig parts
(heads/torsos/arms/hands but almost no hair/hats). So I bet those parts originally
came directly from the factory in Billund, and that white brick could have been
in that mix.

Out of Billund too...

No, it's not the same one. The internal "supports" in mine go all the way
to the bottom, yours go only half way. Mine also has holes on the sides which
yours doesn't.

My guess is that both are prototypes of some kinds of bricks that never made
the cut into production.
