The source of the original inventory was a parts list. Therefore, it cannot
be considered reliable for part variants. The old and new wheels currently have
the same PCC on BrickLink.
Since you have an actual set and 2011 was the last year on BrickLink in which
the old wheel appeared, it made sense to me to remove the unverified old wheel
from the inventory altogether and approve your requests to replace it with the
newer wheel which you actually found in a sealed set.
