I understand how a sticker can be applied to the wrong part and then mistakenly
added to the catalog, but how can so many sellers have a non-existant part for
sale?

Because sellers trust BrickLink to have correct catalog entries and inventories.
Unfortunately, not all entries and inventories are correct.

An example of sellers listing non-existent items for sale can be seen here:

In this instance numerous sellers listed non-existent set instructions for sale
because the catalog listing showed that the set came with instructions.

Thank you for taking the time to correct the inventory for set 42021-1.
