I am not specialized on 12v BLUE era trains. I learnt about this mistake in a facebook group about vintage sets.
It is unusual that a part is illustrated on the box but is not included with the set.
Please see also photos I will attach in the next comment.
One tile will be assembled on the Switch Point, and one tile on the separate switch 7852.

One photo is from an opened box.
The other I got from a website in Germany. I don't put the link.
The seller claims that this box is never opened. In one photo, we can clearly
see the tile with pattern 1.

I believe the illustrations you're seeing on the set boxes for 753 and 754
merely show what a setup would look like if both sets were purchased - notice
that the illustration also shows an extra switch (not in color) which was not
included in the set.

There are two tiles used for 753 and 754 for sure.
I got confused, first as Elias pointed out because the box images were switched
on brickset. So I thought the tile with pattern 2 comes with 753, so the set
753 has two tiles with patterns 1 and 2, and so does 754. Other images that I
found on internet strengthened my mistake! Please see attach.

The sets 753 and 754 were released in 1969 and are remote controled. They left
and right switch points sw12v1rightA and sw12v1leftA have cable and should plugged
into a 12v transformer. They both come with switch bottom 7852.
The set 755 from 1974 is manually controlled, no cable is involved.

I didn't understand why you mentioned the set 755 but I liked that you mentioned
it therefore will use it in my favor as follows

1) On images of the sealed boxes 753 and 754 we see one white tile assembled
on the switch bottom 7852. So we get one for now.
On set 755 from 1974, there is one tile on the switch Point. Cannot we conclude
that there were also one tile on the switch points of 753 and 754?
2) The are 4 studs on sw12v1rightA (and sw12v1leftA) and so are on 7852.
What are they for? Answer: white tiles with pattern "1" (and "2" respectively).
Why should there be 2 tiles? Answer: assume you buy one 753 and one 754. Then
you get two switch bottoms. Then how do you know which switch works for which
switch point? You are supposed to use two tiles of the same pattern to indicated
which bottom works for which switch point.
3) Check the following catalog from 1971:

Pages 46-50. On each single switch bottom or swich point, one tile is used.
4) On the box, the left image on the top, one tile is used on the switch point.
The second is visible assembled on the switch bottom. See photo of the box attached.
