I owned this Basic set when I was a child and I don't remember this part was included.
I recently bought it again in MISB condition and I really can't see this part into the box. The pictures on the box don't show it too.

No, I'd say let's change them outright instead of adding alternates.
The original inventory does not have a source and you have a MIB set in hand.

Well, I have the blue with, but it looks like (on the pictures) member lego.12vtrains
has the blue without.
In my set there is only the following "parents" catalog from 1981 (I was able
to read the code 109782/109882 EU II (D/A/CH/F/I) through the transparent plastic
cover):

No catalogue from 1982. I think that my set comes from the very first edition
of the year 1981, while Stefaan's one is from the next year 1982.
During the early 80's there was the transition period from old type to modern
type bricks, so it is possible to find both types mixed together.
