When I verified this inventory with a sealed set a couple of years ago, I remember quite distinctly that all of these parts arrived preassembled as one piece in the set. With Russell's updates of many of the wheel entries in the catalog, I think this should now be changed.

is still a legitimate counterpart which appears in the set. I don't believe
that should be removed.

Correct. At some point we need to consider adding 3464c01 to the *assembly* inventories,
and that will give the entry a place in the inventory system. But until then,
we should keep this one as a counterpart.
