It is already in the inventory as part of the Chopper minifig.

As paulvdb has mentioned, this part is in the inventory of this minifigure:
[M=sw565]
To see all the parts in a set you need to click the Break Minifigs link
at the top of the set inventory page.

I wonder if it was been considered making "Break Minifigs" the default view of
inventories, so that wrong inventory requests like this could be easily avoided.
I've seen quite a few.
Changing this would also please me. I have never wanted to view an inventory
in any other way: "Just show me all the bricks". I'm currently working on
a huge project checking and trying to make more than 500 sets complete, and I
had inventories for all those sets printed in color by a printing firm. Unfortunately,
I forgot to select the "Break minifigs" view, so all those thousands of pieces
of paper need to be supplemented by inventories of all minifigs, or I need handwritten
notes on all of them. The extra work will be huge.

Actually, what should happen is that minifigure parts are included in the set
inventory and minifigures are included in the Counterparts section of the inventory.
It would, however, take a significant amount of work to change 10,000 minifigures
in set inventories.
Hopefully this will occur at some point in the future - it is overdue already.

I meant alternates, not counterparts. You were thinking about counterpart minifigs
because of alternates in the minifigs, right? I suspect this process could be
automated, although it would not be easy. But most likely a lot easier than manually
doing updates for 10,000 minifigs.
Similarly (and excuse me for changing the subject again), I wonder why the process
of updating the 3684 part to 3684a isn't automated in any way. It looks to
me that people are doing these cumbersome updates manually one set at a time
by entering details in the change form. I'm very convinced this could be
automated, although it would involve some programming.

This a very accurate assessment of a fundamental structural issue that BrickLink
needs to deal with. But first we need a partout system that will handle counterparts.
