I'm not entirely sure what the "1" stands for in this case. It could be part
of a promotional series which included non-Lego toys. It's hard to say, since
polybags with identical set numbers were sometimes used in different markets
or at different times and had different packaging. Hence this set:
...where the large image shows a bag without the number "2".
Anyway, you fixed an 11-year-old mistake, eliminating the only instance of that
propeller in Dark Gray. The true color of the propeller is also attested in this
set from the same year:

I respectfully disagree; I am *entirely* sure the 1 and 2 stand for two halves
of the same set, because:
a) I have a copy of either number (see photos);
b) the polybags are at least partially transparent;
c) I could perform both visual and tactile checks on the contents of both, and
can say with certainty: each bag has only 4 parts, not repeated from bag 1 to
bag 2.
I have in fact managed to list which parts are in which bag, but must humbly
admit my lack of skills to carry out the required update of the database (re:
create 2 subsets, like in advent calendars, I suppose).
Feel free to use my photos for inventory purposes; in fact, I took them months
ago and then forgot all about this inventory change request - please accept my
apologies for the negligence.
