Having obtained a USA version of the instructions, I can verify that this version
of the set also had instructions for the alternate model and that the model uses
7 of these plates (see image).

Of course, two 1 x 2 plates could substitute for a 1 x 4, but it is quite clear
from the instructions that all blue 1 x 4 plates in the set were to be used starting
from the top of the engine down. The use of the 1 x 2 plates is restricted to
the second "layer", and interestingly enough in both instances they lie directly
below the yellow exhaust manifolds.

A version of this engine is also used in the semi tractor pictured on the back
of the box.
