I agree, there should be 6 of these. Because the US version of the instructions
is somewhat rare and the online version is likely incomplete, this inventory
hasn't been brought up to par like its European counterpart. Except for variants,
the US and European versions should be identical.

Furthermore, the early sets with turntables all had 6 turntables - they were
part of the complete new steering system from the Technic line:

Set No: 877 Name: Steering Gear Parts
*
877-1 (Inv) Steering Gear Parts
24 Parts, 1979
Sets: Technic: Expert Builder

As a matter of personal interest, I believe the prototype of the main model of
the original Auto Chassis set did not use turntables but instead used plates
with holes for the steering system, similar to the rotor on the early Helicopter:

Set No: 852  Name: Helicopter
*
852-1 (Inv) Helicopter
362 Parts, 1977
Sets: Technic: Expert Builder

Further evidence for the record. Photo 1 is the alternate model instructions
in the 956 version that shows the 6 turntables. I was uncertain until now that
the US version contained instructions for the alternate model. See Photo 2 for
more proof. Text is in English and the power pack is the US version:

Set No: 960 Name: Power Pack
*
960-1 (Inv) Power Pack
22 Parts, 1978
Sets: Technic: Expert Builder

I have also included box images showing an early prototype version of the main
model that uses no turntables. The unnecessary use of plates with holes in the
production version of the steering assembly was a clue that at some point there
had been a modification. See Photos 3, 4, 5, and 6.
