In my set (which has instructions and virtually all parts), 2 blue medium gears were suppplied and 2 large yellow. Although we've lost some of the bushings, all other part counts match up: 7 grey bricks with holes, 4 of each type of wheel, 6 small red gears, etc. So I'm pretty confident about this being an alternate production run -- similar to what I see for set 812-1.

Could very well be, especially if the set is from the Canadian market. Typically
all sets were boxed with Canadian-produced boxes and instructions, and the contents
sometimes were altered depending on what Samsonite had on hand.
