If an order has an open problem status (like NSS), it should be immune from being
purged until the problem is resolved. I doubt this happens very often, but it
can cause problems in the rare cases when it does happen.

I filed an NSS a couple weeks ago, and the order just got purged while the NSS
was still open. Yes, the order was quite old, but I "know" the seller, and had
been in communication with the him for a while. There were extenuating circumstances,
so I gave him the benefit of the doubt. But then after two months without contact,
I finally decided to wrap things up. Now my only recourse is to file a PayPal
claim.

Voted yes.

I've been adding cheap Red 2x4 bricks to my order to keep it from being purged,
which seems like a pretty janky workaround. Thankfully I hadn't paid yet,
though I'd still like to if he ever comes back
