The photographs on the box, as well as the drawing and photo in the box, show these red arms on the figures, but they are not listed in the inventory.

These two red arm pieces never came in this set. I have looked in dozens of used
sets and a couple of sealed ones as well, and so far have not found them. This
is one of those cases where the box art, which was done pre-production, is misleading.
The piece count proves this as well.

As to why the red arms were never included, it could have had something to do
with the yellow forearms being the Lego color for flesh (yellow), and not wanting
that to blend with red of the shirt. This set was only sold in North America,
and there could have been a red flag at the time for this raised by US toy regulations,
much the same as whatever led to the apparent prohibition of Lego trains in the
1970's.
