According to official Lego data, the 2 rubber bands help make up the piece count of 20. The rubber bands come wrapped around the winch assembly to keep it from unraveling.
The second radio is an extra, not only to conform with the piece count, but because all other Jack Stone sets with a radio (even the larger ones) only come with one. Set 4600-1 is an example of this part as extra.
