The flippers are definitely missing. However, they should be a part of
instead of added to the main inventory.
This minifig needs to be marked for deletion and a new minifig added to the catalog
to correct this set.

You are right. According to the current rules, flippers are considered footgear
and must be added to the fig when shown as such in the instructions. But because
it may take some time to get this new fig added to the catalog, I have gone ahead
and added the flippers as regular parts now. At least the inventory won't
be incomplete in the short term.
