This set consists of 10 classic town sets, as seen here: http://www.eurobricks.com/forum/index.php?showtopic=44079. The police tile which came in the original set 6533 did not have a red line underneath it. When the set was included in this Dacta collection, TLG replaced it with a police tile which has a red line underneath. This can be seen in the large image of the set from the link above, as well as in the instructions for the set (see picture 19): http://bricks.argz.com/ins/9365-1. The other two police tiles with red lines are for the motorcycle in the set.
