It is. It is one of the pieces of the Enderman minifig assembly. It just doesn't
show in the BL catalog inventory as it only has the assembly, not all of the
individual pieces.

My box had five - one for each of the four minifig assemblies, and then an extra
fifth one.

Sorry, to be clear I meant the plain black 3024 piece is in the set.
