Alternates are for *different* parts appearing in different copies of a set. This set *always* contains all the parts, hence they have to be included as regular parts only. The alternate fig built is a counterpart composed of regular parts. Cutesy Kitty is the first being built in the instructions, so her parts are regular parts of the minifig inventory and not to be listed separately in the set inventory.
