Only 2 are listed in the parts list and this was confirmed by the contents of 4 sets.
I'd be careful with this set. When it first came out several of us were
reporting minor regional differences in the letter availability. Plus the contents
seemed to differ from the parts list on the back of the box and the instructions.
At the very least some of the seeming extra pieces should go to... extras.

I did a forum search for this set, but all I could find was a discussion about
the tiles with the numbers 6 and 9. So I guess that discussion must have been
more than 6 months ago. The only difference that I could find with the Bricklink
inventory was the quantity of the letter Q (and not the letter P that I mistakenly
submitted in this request).
