I would like to add a new counterpart to the set number 76422-1, namely 28x

To my knowledge, they only add Window counterparts when the glass is very difficult
to remove. I just tested it and it was fairly difficult unless you get the angle
just right. You will need an admin to weigh in on this one! If they agree, a
new part would need to be added to the Catalog before it could be added to the
inventory.

I believe someone (you?) a few weeks ago made a similar request which was rejected
for the same reason I'm rejecting this.
I am not in a position to decide whether or not the window/glass counterpart
you are thinking of is applicable for addition to the BrickLink catalog (for
reasons explained by Jen in this thread), but if it is, you would have to add
this new part to the catalog (along with a photo and its inventory) before it
can be added as a counterpart in this inventory. Catalog admins would decide
if the part is valid.
As an inventory admin, I must reject this request because the two parts you are
suggesting do not constitute valid counterparts for this set.

I measured the black string to be 75cm (from 2 new sets with no bin). However, I am only seeing 1 string in each set. I bought these 2nd hand and the 1x16 tech bricks were not polybagged, nor were the long electric cables. I suppose it's possible those parts were polybagged with a string, but since I am only seeing 1 string, I'm only requesting a delete/add for 1 string. I'll attach a pic of the polybag the string came in. Thanks!

Did some more digging. Inventory card shows 1 string:

I also found the photo of another cardboard that only shows one string. So I
will accept this change.
It's strange that the old request never fixed the quantity of the strings.
Any chance that the second string was an extra?
Large parts are known to come without being polybagged in some sets, especially
in the 90's. So I think these were never packaged in this set.

Using the "delete" action will cause the whole inventory entry to be
deleted, i.e. both strings. Using the action "change" instead, you can
change the quantity from 2 to 1.

The parts list on the building instructions list the 3665 item No. And then the build uses said part.

I used the building instructions from LEGO. The BI have the 366501.
Also when you look at the picture of the build set, you can see the 366501 part.

Sorry, I failed to specify that I was referencing the 7 digit code for the instructions.
I checked on LEGO.com and it looks like that version is 6073915. So, it seems
these parts would need to be considered as Alternates.

Only if a set actually ever came with them. 
6073914 is the international print of the instructions.
6073915 is the North American print of the instructions.
These instructions came out at the same time and have never been updated.
Also, you can tell from the rendered set image that the parts are shown as 3665,
so it is very likely that the set was designed with the smaller slopes (done
long before production) and then always produced with the larger slopes.
I have the North American version and verified it with a sealed set. I will have
to see if I can find my set and check the instructions again.

I have checked both versions available from Rebrickable. One shows 2x1 slopes,
the other version shows 3x1 slopes.
Looking at photos and builds based on sealed sets, I have not been able to find
any visual proof that this set ever came with the 2x1 slopes. They would also
make the build unstable as the tooth bricks would easily fall off.
BrickLink does not consider instructions a valid source of proof, and because
the submitter has referenced the instructions as the source, this request will
be rejected. I will add a note to the inventory of the set regarding the issue
with the instructions.
If proof from an actual sealed set with 2x1 slopes ever shows up, feel free to
submit a new request.

This minifigure has brown hair and not black hair.

We have discussed this among the admins. The minifigure was originally created
with brown hair but later changed to black. Due to BL history of removing old
forum contents, we can't read the reasons behind this change. But we have
come to the conclusion that it is more likely that the minifigure came with brown
hair, so we'll change this until a sealed set shows up showing black hair.
As we can't change the inventory of the minifigure because current listings
will be sold containing the wrong parts, instead we'll replace the minifigure
in the set with this new one:

I can't seem to find the instructions for this set anywhere although BrickLink
claims they exist (104.3 grams). Could you supply photos of the minifigure builds
shown in the instructions so we can confirm these changes?
