Parted out 5 of this set purchased at Mall of America, all five had the alternate tile.

That is correct, my part outs came with the alternate that was found.

4 are clearly required for the set, 2 are used in the fire extinguishers and 2 for the water cannons. See photo from back of box the shows 2 fire extinguishers and two alternate builds that require 4 of this part.

my count: the MF (driver) use the tap/round brick inside and airtanks inside
the other minfig use the other tap/round brick with the axe (other axe still
on the truck)

Sealed Set contained 2 more each of these pieces. It did not have an old brick separator, but I'll leave that alone.
